The Salamandra hideout in the restricted area is only accessible once, during a covert operation orchestrated by Declan Leuvaarden and his secret contact inside the City Guard. It is where Geralt first sees and then speaks to Radovid, the king of Redania. He also finds a seeing stone and a power stone there, the latter being instrumental in his encounter with Azar Javed and the Professor later, at the Salamandra base.
