Racists of Novigrad is a secondary quest in The Witcher 3: Wild Hunt. It does not appear in the quest log.
This quest can be encountered in two parts whichever order.Racists of Novigrad (Female Elf)
Whilst Geralt was walking through the busy streets of Novigrad north of the Portside Gate, he encountered a couple of townsmen harassing a female elf over suspicions of doing something sly after the elf claimed to be fetching water without a jug or bucket. The witcher can choose to either save the elf, side with the townsmen or leave the three. If Geralt tries to save the elf from the townsmen, he will tell them to leave which they will comply but the bitter elf will refuse to thank him. She then tells the witcher that this treatment wasn't over because she and the townsmen would still remain in Novigrad to harass her. The witcher can then choose how to approach the female elf's bitterness which she will then reply with sarcasm. The female elf will then tell Geralt to remember that they do not need nor want his pity. After their conversation, she will leave and that will end this part of the quest.Racists of Novigrad (Male Elves)
Northeast of Tretogor Gate, where the dye pits are, Geralt encountered some townsmen beating up a couple of male elves. The witcher can either choose to tell the townsmen to leave the elves alone or be on his way. If Geralt stands up for the elves, he will fight three townsmen. After saving the elves, the witcher can warn the elves to leave Novigrad for fear of the Church of the Eternal Fire coming for them next. Geralt then says his farewell while the elves complain about stepping aside for humans. This part of the quest will then end as the two elves leave.
