Dragon scales can be found in a few places, namely:

• Phillipa Eilhart's house in Loc Muinne (There is an exploit allowing players on Roche's path to access the house. Proceed with the For Temeria! questline to the point where Roche asks for an audience with Radovid. Once the Redanian guards unlock the door to the Redanian Quarter, Phillipa Eilhart's house should then be accessible. Players on Iorveth's path must complete the The Spellbreaker or kill the Operator.)
• one of the crates in the Temerian Quarter (Pre-EE only)
• in the remains of the The Operator
• possibly in the remains of a Dragon

They are necessary to craft the silver sword "Zerrikanterment" and the "Kinslayer's trousers".
